Update "usage over time" UI #4479

Move the table shown under usage over time and instead put it in a separate tab. This should clean-up the UI a bit and hopefully make sizing of the chart easier.

Does this mean moving the lower part into its own sidebar-tab under usage, or having a selector on the Usage page?
