Migration #27

I have removed all the rst files from the docs folder. They are built by RTD when necessary. Check as example https://pysd-cookbook2.readthedocs.io built from my fork

I have configure the GHA test to fail if any notebook cannot be translated or if any warning is prompted by sphinx when building the html. It is currently failing

@JamesPHoughton if you check the changes you may see that I already cleaned a lot the repo.

I tried to rerun all the notebooks with the latest version of the libraries but I really don't know how to correct some errors in new version of libraries or missing data...

@JamesPHoughton I have corrected all the warnings from Sphinx built locally, if it works remotely it can be merged by my side!!!!
