Use new tts config value default_voice if its validation succeeds
Move everything of config/tts.yml into config/masdif.yml
make masdif.yml RAILS_ENV aware and move standard config into the shared: top-level key
values of masdif.yml can now be ERB, including using ENV variables
update README.md
