Implement /feedback #30

Implement handling of /feedback intent as mentioned in https://github.com/SDiFI/webchat/issues/16#issuecomment-1513343047.

The following needs to be done:

save feedback to the message completion metadata (or add a new column)
make feedback text in config/masdif.yml configurable
add test cases
