We would like to update the preexisting issues template to follow a more suitable format

The current issues template includes a broken up user story making the issue less clear, additionally it is most importantly missing acceptance criteria.
Who is this feature for?
Developers who are creating new issues or are trying to complete issues
Additional context
New format should summarize the current first three headings into a single clear user story, and should include an acceptance criteria heading, the additional context section can remain unchanged.
