Add Login Option for Restaurant Owners

User Story: As a restaurant owner, I need a way to create an account and log in, so that I have the correct permissions on the website.

Acceptance Criteria:

• [ ] Have a log in button on the page
• [ ] Ability to create account
• [ ] Ability to log in

Additional Context: Only restaurant owners can create accounts.

Hmm, looks like this might overlap with the restaurant management scope. Should we hold it until we know what's happening there?

If they open an issue for login this should be linked, and we could reword this like 'add administrator flag to users'

Updated this issue to only have login for restaurant owners
