wierd double tracks #41

found a comple of examples in database release 361. but was also found in version 360 and 359. See example for phage 32, 1762 where the tracks are "doubled" and interdigitated. so track 1, then track 51, then track 2, then track 52. So this is an issue with the code that tries to accurately renumber tracks across pages.

resolved this issue by making all pages have at most 50 tracks, solution in phambymatch branch of cdshaffer repo. will push up to sea-phages version eventually
