_WIP, gotta finish ServerClient, fix bugs, write some docs, and then optionally write a few more tests_

This is a complete rewrite of Socketeer, following the protocol specified in docs/protocol/v2.md.

This adds:

A near-stable API
Better protocol docs, for others to create their own implementation with
Better handling and reliability
Promises (useful for async/await)
Session resuming (heck yeah dude)
Ability to add more features to Socketeer with relative ease.
