Automating PyPI Release with GitHub Actions

We've made significant updates to this repository, but we haven't yet released these changes to PyPI. Implementing GitHub Actions can streamline this process for us.

Set up a GitHub Action for automated PyPI releases.
Perform local tests to ensure everything is working smoothly before the release.
