Declare that FunctionalRange Variables should be evaluated before simulation begins. #160

Already implemented in https://github.com/SED-ML/sed-ml/commit/3682fbabfa77347ccd93f2b9de3c07ba7982eda6 but it seemed like this has the potential for someone to disagree, so I made it its own issue. Anyone have opinions?
