This PR contains the scripts used to parse/format the HAIC-HIWC files downloaded from UCAR's EOL data archive.

There are hard-coded paths and filenames, but these scripts were intended to only be used once. This PR is rather for recording how the files were processed. See also scripts/HAICHIWC/parsing/README.md.
