Add N/A to strings with multiple values for the missing data #1967

Expected Behavior

For the case where there is missing data for one of the associated records, such as multiple ESPM records belonging to one Tax Lot where one of the associated ESPM records has missing data, is it possible to put an "N/A" in the string that lists the values, in the order that the PM Property ID is in (for the Property values). image image

Actual Behavior

Program doesn't keep the order of the data in the order of the PM Property IDs, and doesn't show an N/A for the missing data
