Dq admin page does not prevent duplicate rules #2203

Expected Behavior

Dq admin page should not allow save changes to succeed if 2 identical rules were created.

Actual Behavior

Create 2 identical rules and dq admin page allows to successfully save changes.

Steps to Reproduce

Create an additional rule that is same as any other existing rule. Save changes. Admin page shows 2 identical rules being populated.
