Support importing multiple years of ESPM data from single file (not meters) #3181

How they can best import their data from ESPM. They also mentioned importing multiple years in the same file, which sounded like a similar request that we received from Better Buildings.

I think this is a request from Better Buildings and ACE. Revisit when those projects start.

I took the BETTER label off because it relates to the Better Buildings use case not the BETTER analysis.

I tested this with the Sample_MultipleCycles.xlsx file and it worked great !

I tested with a pretty simple file.

It might be good to get a real file from Better Buildings or some other source (CERL) with a lot of records and a lot of different Year Ending values to do more robust testing.
