More intuitive initial meter import #3227

Is your feature request related to a problem? Please describe. Attempting to import meter data will fail without any cycles defined. The web UI doesn't clearly indicate why there is an error when attempting this.

Describe the solution you'd like I suggest either having a default cycle available for new SEED deployments or revise the error message to indicate that a cycle needs to be created before being able to add meter data.
