Custom Reports: Why is report name entered under Actions? #3613

When I was first trying to understand Custom Reports, and created a new one, it was unclear to me how to give it a name. I discovered by trial and error that entering the name under Actions was the solution.

This doesn't seem very intuitive.

Can the name be entered by the user when the custom report is created? And not have it under the "Actions" section?

Should we rename "Actions" to "Configurations"?

@kflemin Is this covered in any of the SCEP udpates? Can this be documented for Q2 Bug Fix Quarter, if not?

@isalanglois / @kflemin -- I think this has been implemented, and it is the Test column of the project, so I need to test this change, as long as it is either deployed to dev1 or staging.

@isalanglois, @RDmitchell, the fix is in this PR: https://github.com/SEED-platform/seed/pull/4385 Not merged in or deployed anywhere yet though. Awaiting review.

@isalanglois, I was counting this as part of SCEP work, yes.
