Enable monthly meter import from ESPM reverse engineered API methods #3855

Is your feature request related to a problem? Please describe.

The updated XML Reports from ESPM contain the monthly data. We should import this data similar to how we import the spreadsheets!

Describe the solution you'd like

When importing through the ESPM webservice, directly import the meters.

Describe alternatives you've considered

Using the spreadsheet.

I've attached an example ESPM XML report for reference. This is also related to #3854 BPS Workflow 2021.xml.zip
