Enable single ESPM record import from a known PM Property ID #4156

Is your feature request related to a problem? Please describe.

For 179d, there is a need to update a record from ESPM with a known ESPM Property ID. The current ESPM import path does not allow for single buildings to be imported, rather it is an all or nothing based on a shared ESPM report.

Describe the solution you'd like

The workflow would be to create a new building record with only the PM Property ID and then to ping the ESPM service (through the reverse engineered approach) and download the entire data set. The result will be an XLSX file which can then be imported through the normal pathways.

Describe alternatives you've considered

One could download all the records then use scripting to delete all the records not of interest.
