Broken BETTER reports with analysis output files #4363

BETTER reports that are pulled into media/analysis_output_files have missing images and broken unicode characters. Reported by Alex.

@axelstudios -- I just imported a file with meter data and performed BETTER analysis on it, and I now see individual reports displaying (with potentially a bit of delay) in the Analyses screen, when you click on a specific Run ID, you can now see the BETTER Building Report. It seems like most of the images display, but there is at least one that doesn't -- see the screenshot below.
