Insights: Program Overview Bar Charts twitch, sometimes #4412

Describe the bug

Major graph "twitching" when I hover over the Insights: Program Overview bar charts

Expected Behavior

No twitching !!!

Actual Behavior

Twitching !!

Steps to Reproduce

Hover over the bar charts and they will twitch !!!
