AH - deleting a level should delete all ALIs within the level #4524
When an Access Level is Removed, but the access level contains ALIs, an error message is displayed:
Instead, prompt the user with a message to confirm deletion: "Are you sure you want to delete this Access Level? This will delete X access level instances".
