The screenshot used as the background on the SEED homepage was extremely outdated compared to the current appearance

What's this PR do?

Updates the homepage background, optimizes images, and removes deprecated unsupported-browser functionality

How should this be manually tested?

  1. Logout
  2. Check the background image on the homepage
