Add Public Library to building options for BETTER simulations #4671
BETTER now includes "Public Library" in their list of property types that can be modeled as data type "Default"

It seems that we need to add that to the SEED list of property types
Then there is the list of "space type enums" which includes properties that can be modeled using the data type "Generate" https://better-lbnl-development.herokuapp.com/api/v1/docs/
So the "Default" property types are a subset of the property types in the "Enum" list.
