Spec doc

BETTER v1.7.1 requires users to accept the terms and conditions before using the API. This is currently active on the staging server

SEED should

Handle expected error response and prompt user to accept terms
Improve help text on org settings. Instead of sending users to the documentation, provide a link to sign up.
