Fix download submission properly #1334

This will prevents the ridiculous error on /[ user ]/view/downloadSubmission requests when there is (somehow) multiple instances.

@myf please do the needful

and of course this triggers a pull request that failed because it looks for this file from formhub.org. Merge now and raise an issue with test being fragile

But then, the travis session that the merge to master triggered passed! Ha!
