no match button #52

a list of options of "why not matched" to be provided when this is clicked. @schafik please document here when that list is available.

After speaking with ZTOs and TA feedback, this is the desired list of options when the "no match" button is clicked should be the following:

-Not a registered facility: no longer in use and/or not functional

-Not a registered facility: facility no longer exists

-Duplicate facility

-Other

note: this button should only be there for baseline facilities.
