Change Sortable Column Headers to Black #59

It should be pretty clear once users see it once that they column headers resort the list. Seems okay as black with an underline on mouseover.

I would rather see a down carrot indicator show up on the column that the list is being sorted on. Initially, this would be on the Ward column, so it would appear just to right right of "Ward".
