There is no data for girei #40

in the 774 files. lga_id 253. confirm that this should be the case. I have a feeling this was collected in the 113 round, though things were sketchy about this LGA.

Confirmed, Not data in data_774_facility or data_113_all_facility or outlier_cleand/113_facility. However, in raw_data it still has records. Will find out what went wrong in the outlier clean scripts and fix the issue.

@prabhasp @schafik Just confirmed, the Grei/Girei lga data was deleted in nmis_indicator_XXXX_facility_level.R due to the fact that all points exceeded the 35km boundary limit(ranges from 43.34452 to 83.14802). Most of the Grie facilities sits in Gombi(lga_id == 251), and vice versa. I suspect this is due to an error in the shape file, maybe we switch the lga_id somehow.

checked with new shapefile, most of the Girie Education data shows up correctly; however Gombei is still complete wrong(Might be the case that surveyor just went Auyo LGA and mistook it with Gombei LGA(Here's one GPS point from Gombei data: long: 12.19091, lat:10.138949)
