Add a scenario contributor guide #6

There needs to be a guide explaining to contributors how to make and submit scenarios.

The main contributor guide is posted: https://github.com/SELinuxGame/scenario_template

Before closing this issue, I need to update the site with links pointing contributors to the scenario_template repo.
