Enable manual triggering of specific GitHub workflows as requested in https://github.com/SELinuxProject/selinux-notebook/issues/33.

As this is a trivial change and has not impact on The Notebook source content or the rendered output I'm going to go ahead and merge this now, if anyone has any objections after the fact please open a new issue, or re-open https://github.com/SELinuxProject/selinux-notebook/issues/33.
