RFE: Add a test of conditional policy #28

To prevent another regression like the one fixed by f3bef67992e8698897b584616535803887c4a73e. Requires writing a test policy that includes conditional rules and making sure they are correctly enabled/disabled in response to enabling/disabling the corresponding booleans.
