RFE: provide a top level LICENSE file #370

Provide a top level LICENSE file explaining how multiple the SELinux userspace is released under multiple different licenses. Also ensure that all the different license files share a consistent file name, LICENSE, to make it easier for people to identify the license files.

This is to help meet the OpenSSF Best Practices requirements.

It looks like the CI fuzzing is failing on this PR, but I don't believe that has anything to do with these changes (or it shouldn't anyway) as these changes only affect the LICENSE files and do not modify the code in any way.
