Keep ADMS-AP in line with upstream change in DCAT-AP #7

In order to keep ADMS-AP in line with DCAT-AP, it would make sense to backport the change to the cardinality of dct:type on Licence Documents.

This is of course blocked until the upstream issue is resolved.

This has been solved upstream in SEMICeu/DCAT-AP#1, so this issue is unblocked.
