more generic definitions for openingHours, specialOpeningHoursSpecifications #117

The 2 relations are both used from ContactPoint or Channel towards TemporalEntity. Thus they have in their definitions mentions of ContactPoint and Channel in the usage noted.

If we take just the relations without the context in which they are used (ContactPoint or Channel) then the definition is not clear. So here the proposition is to change the definition to: "A time at which the resource is normally available." "A time during which the resource is not available."

The same should be applied for specialOpeningHoursSpecifications.

This issues will be solved in the CPSV-AP 3.1.1 release
