The definition of the property dct:isPartOf in the class PublicService says "A related resource in which the described resource is physically or logically included", where the "related resource" is a Dataset, and the "described resource" is a PublicService. As already been pointed out in this comment, under "Regarding (2)", the PublicService being described, is either physically nor logically included in a Dataset.
So, the property cv:isDescribedAt should not be replaced by dct:isPartOf.
