URI collision between Cost value and CCCEV Supportedvalue value properties #72

Both properties have the same URI in CCCEV (https://semiceu.github.io/CCCEV/releases/2.00/#Supported%20Value) and CPSV-AP. The proposal is to change the Cost value URI to http://data.europa.eu/m8g/hasvalue

This change has been made in CPSV-AP 3.0, therefore this issue will be closed.
