Add cv:processingTime to the Channel class #75

Currently cv:processingTime is only in the Public Service class. Processing time may sometimes vary depending on the channel chosen.

We proose therefore to add cv:processingTime to the Channel class (optional, 0..1, range duration)

This property has been added in CPSV-AP 3.0, therefore this issue will be closed.
