Consider for example this definition for LegalEntity in the Data Privacy Vocabulary (DPV): "A human or non-human 'thing' that constitutes as an entity and which is recognised and defined in law". Which not at all corresponds with the CBV2.0 definition of LegalEntity.
The current definition of Legal Entity is "A self-employed person, company, or organization that has legal rights and obligations.".
The usage note could be improved if we want to include non-profit organisations that do not transact business. The proposition is therefore changing the phrasing "able to transact business" into " has the capacity to negotiate contracts" in the usage note.
During the webinar of 21/02/2023 there was no consensus on this issue, therefore it stays open
The usageNote of LegalEntity gives the impression that every LegalEntity transacts business, which is not true. Most of them conduct business for profit but there are also non-profit Organizations. Maybe define what is understood with business or leave it out of the usageNote alltogether.
