DCAT-AP 2.1.0: Multiplicity Catalog > Dataset was not changed accordingly #226

A recent change in version 2.1.0 is "A catalogue can contain both data services and datasets: datasets is recommended instead of mandatory", but the corresponding multiplicity in the eap-model is still 1.. (instead of 0..)
