“MAY” vs. “CAN” (editorially) #293

Chapter 4 Conformance: Agree to use “MAY”. However, there are many places where “CAN” is used, e.g., “This property can be repeated …”

Proposed change: Replace “can” with “may” where the intension is to specify a requirement.

We tried to address the issue if needed.

So far we have not made a distinction between between the location of a text in a specification and its formal character of it. Thus, for now, we stick to the usage of the UpperCase syntax in case it concerns the semantics according to the ISO definitions. In all other cases, the lower case is just a matter of natural language and it does not bears an official connection with the ISO definitions.

Nevertheless, we take this advise into account for the future releases of DCAT-AP.
