The whole section 4. Conformance is now non-normative. However, subsections 4.1.1 and 4.1.2 use keyword MUST, which thus are normative.
Shouldn't 4. Conformance be normative?
It is probably indeed more correct to have it as normative, as it presescribes how implementations should handle DCAT-AP specifications.
