Note that in DCAT-AP, dct:rights is used only on Catalogue and Distribution. In GeoDCAT-AP, it is also present on Datasets, Dataset Series and Data Services, since it is used as a fallback mechanism also for free-text accessRights and Licences. Not sure whether it should be added in DCAT-AP to those as well.
