Dataset/Distribution: cardinality of dcat:spatialResolutionInMeters and dcat:temporalResolution

dcat:spatialResolutionInMeters and dcat:temporalResolution in Dataset and Distribution have the cardinality 0..*. In https://github.com/SEMICeu/DCAT-AP/issues/114 we documented that we want them to have 0..1. In 2.1.1 they had 0..1:

This is a bug in the transition from version 2.1.1 to the new HTML representation. Nevertheless it might be opened as an issue when aligning with GeoDCAT-AP.
