[HVD 2.2] DataService - servesDataset, wrong cardinality (?) #377

Similar to Issue #376, the cardinality for the property serves dataset in the class Data Service is now 1..*, while it is "recommended" in the table under "A. Quick reference ...".

We support "recommended", since not all HVD datasets are required to be made available through APIs only, but may also be made available as bulk download (as instances of dcat:Distribution), as we understand HVD IR.

Thus, the cardinality should be 0..*.

Sorry, I am wrong. When a DataService is included in the HVD-catalog, it must serve at least one dataset.
