Split current usage notes into definitions and usage notes as in DCAT-AP #105

Problem statement Currently in GeoDCAT-AP, classes and properties have just usage notes, that combine statements of definitions and statements about usage, belonging to usage notes. This is imprecise and misaligned with DCAT-AP and its other profiles

Proposal Adjust the GeoDCAT-AP specification document so that it is consistent with DCAT-AP and its other profiles. This involves splitting the current usage notes into definitions and usage notes and aligning them with DCAT-AP and other re-used vocabularies and application profiles.
