Access rights codelist issue #117

Datasets: can be considered to be a note in the contact of publicness of administration

public: no (legal) constraints
not-public: (legal) constraints that do not allow free access, e.g., state secrets, person-specific information or competitors

Dataservices: has nothing to do with publicness of administration, but with expectations of technical management

public: access is not limited by any conditions
not-public there are conditions you need to comply with before you get access

When considering the codelist http://publications.europa.eu/resource/authority/access-right a number of values are available.

However, we only consider public and not-public as some of the values have overlapping semantic meaning (which should not occur in codelists - their values should be
There is also the question above: the semantic meaning differs depending on the context (datasets, dataservices).
