When defining a spatial extent in Flanders for a dataset this is recommended as follows:

The URI is recommended to come from a thesaurus (https://metadata.vlaanderen.be/id/GDI-Vlaanderen-Vlaamse-Administratieve-Eenheden) which defines the major Flemish regions. The main benefit here is we do not only get the names, but also the official bounding boxes (as opposed to the traditionally available geonames). This approach could be helpful on a higher level (European), making bounding boxes uniformly available for everyone.
