Alignment of `accessRights` usage on Dataset and Data Service with DCAT-AP 3.0 #84

Problem statement In GeoDCAT-AP 2.0.0 dct:accessRights is used on Dataset, Data Service, Catalogue and Distribution, with both the EU Vocabularies Access rights NAL and the INSPIRE Limitations on Public Access vocabulary.

In DCAT-AP 3.0, dct:accessRights is used only on Dataset and Data Service, but there, the EU Vocabularies Access rights NAL MUST be used. image image

In addition, in GeoDCAT-AP 2.0.0 B.6.15 Conditions for access and use and limitations on public access – Use limitation and access / other constraints also a blank node with free text in rdfs:label is allowed:

dct:accessRights [ a dct:RightsStatement ;
    rdfs:label """
        public access limited according to Article 13(1)(b) 
    of the INSPIRE Directive
      """@en ] ] .

Proposal Depending on the resolution of https://github.com/SEMICeu/DCAT-AP/issues/316, an adjustment may have to be made in GeoDCAT-AP.

I would suggest to point to instances in a code list instead of having the free text. For example we have used URIs like this: http://inspire.ec.europa.eu/metadata-codelist/LimitationsOnPublicAccess/INSPIRE_Directive_Article13_1b.
