Distribution availability vocabulary update #86

Problem statement In DCAT-AP 3.0, the Distribution availability vocabulary used with dcatap:availability uses a new Planned availability vocabulary.

GeoDCAT-AP 2.0.0 uses a replaced vocabulary in the http://data.europa.eu/r5r/availability/ namespace.

Proposal Propagate the DCAT-AP 3.0 change and use the new Planned availability vocabulary.
