The W3C DXWG is considering relaxing the domain of dcat:landingPage for the revised version of DCAT. This proposal is documented in https://github.com/w3c/dxwg/issues/122.

In such a case, dcat:landingPage could also be used for services.

The GeoDCAT-AP specification could be revised accordingly, taking nonetheless into account backward compatibility.

DCAT 2 has actually relaxed the domain restriction for this property, which can now be used on any resource - services included.

DCAT-AP 2 as adopted this revision (see https://github.com/SEMICeu/DCAT-AP/issues/66), so it should be inherited by GeoDCAT-AP.
